Palm Bay Building Department & Repaint Rules

Palm Bay is geographically the largest city in Brevard County, and its boundary weaves around Malabar, Grant-Valkaria and unincorporated pockets on the west side. A Port Malabar address is almost always inside Palm Bay; a Malabar Road address may not be. Confirm the jurisdiction from your tax record before you call a permitting counter, because the wrong office cannot answer for the right one.

Inside city limits, Palm Bay's Growth Management department is the authority for building permits, contractor registration and code questions. Its contractor registration requirement is one reason to confirm your painter carries current liability insurance on file before work begins.

Coatings are not construction. Pressure washing, caulking, priming, and painting stucco, block, wood or trim are maintenance. Where Palm Bay homes cross the line is substrate repair: extensive stucco replacement on the west-side block homes, replacing rotted fascia and soffit, or opening a wall to trace a leak found during prep.

Bayside Lakes and several newer Palm Bay subdivisions carry HOA architectural review on top of city rules, with approved exterior palettes and a two-to-four-week turnaround. Port Malabar's older block-and-stucco housing stock rarely has an HOA but frequently needs hairline crack repair and elastomeric-grade coatings because of decades of thermal movement.

For either, the sequencing is the same: get color approval underway, use the waiting period for pressure washing and stucco repair, then paint.
