The fastest way to know is to look up the parcel and read the taxing authority before you call anyone.

For unincorporated addresses, Brevard County's Planning and Development department handles building permits and code questions. Inside city limits, the city's own building department is the authority, and its rules on things like exterior color palettes in historic districts can be stricter than the county's.
